Where this sits in the debate

- [Should governments act on AI now?](https://aifaultline.com/debate/regulation/) · its finding supports the claim ([why studies differ](https://aifaultline.com/debate/regulation/#why))

Direction of the finding as read from the abstract by an AI model ([AI-written](https://aifaultline.com/about/)).

## Key takeaway [AI-written](https://aifaultline.com/about/)

This book chapter argues that AI should be treated as a cross-cutting transformation rather than a single policy domain, calling for a coordinated package of skills and labour-market institutions, competition and data governance, public research and compute investment, risk-based regulation, procurement, fiscal adaptation and democratic accountability. It holds that policy should shape the direction of AI rather than only compensate for its consequences.

## Abstract

This chapter synthesizes the preceding analysis into a policy toolkit for the artificial intelligence (AI) economy. It argues that AI should not be treated as a single policy domain, but as a cross-cutting transformation that changes the production structure, the organization of firms, the allocation of risk, and the administrative capacity of the state. The appropriate response is therefore not one instrument, such as a robot tax or a narrow AI safety rule, but a coordinated package: skills and labor market institutions, competition and data governance, public investment in research and compute, risk-based regulation, public procurement, fiscal adaptation, and democratic accountability. The chapter emphasizes that policy must shape the direction of AI rather than merely compensate for its consequences. Advanced, emerging, and developing economies face different constraints, but all require a sequencing strategy that combines experimentation with institutional safeguards. The central policy question is not whether AI should be promoted or restricted, but which kinds of AI should be promoted, under which governance arrangements, and for whose benefit.
